Understanding Little League Boundary & Waiver Rules

BOUNDARY & WAIVER RULES

Players must play at the Local League in which Boundary they live or go to school, unless they have an approved waiver. Beginning in 2025, Players league age 7 or younger can choose their leagues and remain there without respect to any boundary rules or limitations.

Summary:

League Choice: League Boundaries for local leagues and players league ages 4-7:

•         Players league age seven (7) and under may register in any Little League program without respect to any geography-related eligibility or school eligibility requirements.

•         Players will have full tournament eligibility in the program in which they are registered provided they have continuous and unbroken participation within the specific league.

Regulation II: League Boundaries for local leagues and players league ages 8-16:

•         Players league age eight (8) through sixteen (16) participation eligibility is based on residency, school enrollment or uninterrupted participation since age seven (7) (NEW).

•         Players league age 8 to 16 residing or attending school within the boundary of a league and wishing to play in another league must apply for a participation waiver through the Charter Committee waiver.

•         Players league age 8 to 16 not residing or attending school within the boundary of any league are required to work through the Charter Committee for participation waiver. (i.e., there is no league in your area)

League Choice Eligibility

Beginning in 2025, Little League International removed geographic boundary limitations for players who are League Age 7 and under (players born  on or after September 1, 2018). That means players league age 7 or under may register with Campbell Little League regardless of home address, school location, or waiver status, and maintain future All-Star eligibility.

To maintain League Choice eligibility, they must remain with Campbell Little League in subsequent seasons. Players who started at Campbell Little League in 2025 as League age 7 or younger remain eligible provided they remain here. Find more information about League Choice rules here. Siblings of League Choice players remain eligible for as long as the younger (LC) sibling remains in the League.

Regulation II Eligibility

Players who do not qualify under League Choice rules must ensure their home or school address is located within Campbell Little League Boundaries to be eligible or obtain a waiver. There are two ways to verify your eligibility under Regulation II -

  • School Enrollment: if your school is within the Campbell Little League boundaries, simply submit a School Enrollment Form signed by your player’s school, and you will not be required to upload residency documents. This form is required only once in a player’s career unless school enrollment changes. THIS METHOD IS PREFERRED.
  • Home address: if your school is not in CLL boundaries but your home address is, you may upload documents verifying your address. These documents MUST be dated between February 1 (previous Spring season) and February 1 (current Spring season).
  • Previous seasons’ All-Stars have already had their eligibility verified and do not need to provide new documents unless residency or school enrollment changes. 

Boundary Related Waivers

Many leagues request waivers for various reasons throughout the year. There are many types of waivers for various reasons. Each local Little League program is unique and may require a waiver to allow a rule locally that best benefits its community. All waivers must be approved by the Charter Committee in Williamsport, Pa., before they can be used in the local league.

II(a) and II(d) Waivers

This type of waiver allows a player who has previously qualified under residency or school for a league and played in the league to remain in the league after having moved to a new residence or school.

If the player lived or was enrolled in school within the boundary and played with the league, they may continue service with the league if the player’s address or school location changes, the league’s boundary has changed, or the player is a sibling of a player who previously qualified for II(d).

A waiver form will need to be completed and then approved by the District Administrator. The completed form needs to be accompanied by proof of residency documents for the previous address that was within the league boundary.

Campbell Little League will prepare the form on your player’s behalf and obtain the District Administrator’s signature. To assist us, we may request additional information from you regarding your previous and new residence or school location.

Out of Boundary (OB) Requests

Out of Boundary (OB) Requests are used for players who do not go to school or reside within the Campbell Little League boundary, cannot use League Choice, and no other waivers apply. A waiver cannot be applied for by a parent or player directly to Little League. You make a request to Campbell Little League, and we apply for the waiver to Little League. 

Making Your OB Request

Prior to registering your player, please submit your request to [email protected]. If our Board of Directors approves the request, we will submit a waiver request to District 44 for your player. The District 44 Administrator provides his/her opinion, obtains feedback from the former home league, and then forwards the request to Western Region and Little League International’s Charter Committee for final approval. Approval is not guaranteed. Approval may only be for one season and there will likely be limits on all-star eligibility for at least one year (“Redshirt”). Once a request is submitted by the League it takes several weeks to complete the process.

Note: For Moreland players who played at Campbell Little League in 2025 in either the combined Minors or Majors divisions, technically you were still Moreland players at that time, so an OB Request would be required for you to play at Campbell in 2026 unless you otherwise qualify.

What Information to Include with your OB Request

This OB Request requires the following information: 

  • Player name
  • Player birthdate
  • Player’s home address
  • Player’s school name and address
  • 2026 Division of Play
  • Past participation with league (if applicable)
  • Parent’s name/Phone #
  • Letter stating reasons for request
  • Supporting documentation

When providing reasons for your request, please provide as much detail and supporting documentation as possible, i.e., be overinclusive. Little League’s decision is final and there are no appeals. 

Reasons That May Support Approval

Unfortunately, Little League does not publish actual guidelines or reasons a waiver may be granted, but it is largely based on their past precedents that they also do not make publicly available. Based on our experience and research, these are the most common reasons for a request.

Hardship: A family may apply for a waiver for a genuine hardship that prevents their child from playing in their home league. Childcare and carpool arrangements, proximity to parent or guardian’s employment, or custody issues are common reasons for requesting a waiver. 

Home League problems: The player’s home league may not have enough players to form a team in their age division.  It is also possible that home league governance problems may also justify granting a waiver if such misconduct alienates the player and their family.

Reasons That Typically Do Not Justify Approval of a Waiver Request

Little League International is selective with transfer requests and specifically advises that requests based on certain reasons will likely be denied: 

  • Wanting to play with friends
  • Wanting to join a more competitive league
  • Having had a positive experience in a Fall Ball program and wanting to continue with the same league in the spring
